Regenia Ramsey-Outlaw is a consultant and advocate for mental health initiatives, disease prevention, and health promotion. She is a certified Question, Persuade, and Refer (QPR) suicide prevention instructor. She is a member of the American Public Health Association’s (APHA) Mental Health Section and the APHA Intersectional Council Workgroup on Suicide Prevention (ISC-SP). She also serves on the Maryland Public Health Association (MdPHA) Advocacy Committee, supporting public health legislation, including mental health and suicide prevention. Regenia lives in Anne Arundel County but also maintains ties to Montgomery County, Prince George’s County, Washington, DC, and Baltimore communities. 

In February 2023, she founded Evolution of Mental Health (EOMH), a consulting firm that
develops, supports, and implements policies, strategies, and programs to raise mental health
awareness and promote wellness, helping families, communities, and businesses thrive. This
includes increasing funding for mental health and reducing stigma around mental illness.
Additionally, she creates and executes health initiatives and programs focused on disease
prevention, health promotion, and suicide prevention.

Prior to EOMH, Regenia worked in the federal government and retired on July 29, 2022, after 39 years of public service. She is embracing this new chapter, which includes spending time with family and friends, especially her granddaughters, traveling, and pursuing her passion: mental health wellness!
